Registration of medical practitioners in Singapore is governed by the Medical Registration Act (Cap 174).

TYPES OF MEDICAL REGISTRATION
 
There are 4 types of medical registration (excluding specialist registration) for doctors who wish to practise medicine in Singapore. In general,
 
a) Full Registration
  Allows a doctor to practise on his own anywhere in Singapore.
  Eligibility requirements: -
 
  • holds an MBBS degree awarded by the National University of Singapore and a certificate of experience as proof of satisfactory completion of housemanship; or

  • who holds such qualifications as may be recognised by the Medical Council and a certificate of experience as proof of satisfactory completion of housemanship and satisfies the Medical Council that he has special knowledge and skills and sufficient experience in any particular branch of medicine.
Note: The Medical Council requires a foreign-trained doctor who has been granted conditional registration, to complete a specified period of service under conditional registration before he can apply for full registration. Approval for full registration is subject to satisfactory assessment reports on his performance while in service under conditional registration.
b) Conditional registration
  Allows a foreign-trained doctor to work only in a designated healthcare establishment, under the supervision of a fully registered medical practitioner.
  Eligibility requirements: -
 
  • holds a basic medical degree from a university/ medical school listed in the Schedule of the Medical Registration Act; or

  • possesses a basic or exit specialist qualification recognised by the Specialists Accreditation Board; and

  • has been selected for employment in a Singapore hospital/ institution/ medical practice approved by the Medical Council; and

  • holds a certificate of experience as proof of satisfactory completion of housemanship.
c) Temporary registration
  Allows
 
  1. a foreign-trained doctor to be attached for a short-term period at a public hospital/ institution in Singapore for the purpose of teaching, research or postgraduate study in medicine under an approved training scheme; or

  2. a foreign-trained visiting expert to operate, conduct demonstration workshops and give lectures, etc, usually for a very short-term period; or

  3. a foreign-trained doctor to be employed by a hospital/ institution for service purposes for a specified period and in a specified medical capacity. These doctors would otherwise not be entitled to medical registration.
  Eligibility requirements: -
 
  • must be a registered medical practitioner in the country where the doctor is currently working; and

  • hold a certificate of experience or equivalent as proof of satisfactory completion of housemanship; and

  • who is a graduate from any overseas medical school who demonstrates the ability to fulfill the purpose for which registration is granted (applicable to overseas trainees or research fellows); or

  • who possesses medical knowledge, experience and skill which the Medical Council consider to be of international standing (applicable to visiting experts); or

  • who possesses qualifications which are adequate for the purposes of registration (applicable to those employed to provide short-term service in disciplines which are short of doctors).
d) Provisional registration
  Allows a medical graduate who wishes to obtain a certificate of experience to be employed as a house officer in one or more approved hospitals in Singapore for a period of 12 months.
  Eligibility requirements: -
 
  • holds an MBBS degree awarded by the National University of Singapore; or

  • holds a basic medical degree from a university/ medical school listed in the Schedule of the Medical Registration Act.
Note: Application for provisional registration must be submitted through a local employer whose hospitals are accredited for the training of House Officers in Singapore. However, satisfaction of the criteria for registration does not mean automatic approval for medical registration. Each application for medical registration will be considered on its own merits.
 
 
PROCEDURE FOR MEDICAL REGISTRATION
 
1. Application for medical registration must be submitted through a local employer in Singapore. However, satisfaction of the criteria for medical registration does not mean automatic approval for registration. Each application for medical registration will be considered on its own merits.
2 When considering an application for medical registration, the Medical Council has to ascertain that the doctor (both Singaporean and non-Singaporean) is bona fide, has been practising recently and has no complaints or disciplinary actions taken against him or investigations pending against him at his last practice place.
DOCUMENTATION REQUIRED
3. The Medical Council will only process applications for medical registration on the prescribed form (downloadable from the website: www.smc.gov.sg) submitted with the complete set of the following supporting documents:
a) Photocopies of:
i) Undergraduate and postgraduate medical qualifications;
ii) Transcripts** (refer to Note below) of examination results of every year of the applicant's undergraduate medical studies;
iii) Documentary evidence of housemanship/internship*** (refer to Note below) training with details on the period spent in each discipline;
iv) Certificates of service or service testimonials for work experience for the past 2 years, from the supervising Medical Doctors or Institutions concerned, indicating grade of employment, nature of work, period of employment, and assessment of work performance, etc. (Note: Certificates of service/ service testimonials for work experience or training attachments in USA, UK or Australia for periods of 6 months and above should be submitted);
v) Certificates of registration with other medical licensing authorities.
b) Originals of:
vi) Letter of offer of employment from the prospective employer in Singapore;
vii) Letter of verification* (refer to Note below) for basic medical qualification;
viii) Letter of verification for postgraduate medical qualifications;
ix) Certificate of Good Standing (CGS) issued by the medical licensing authority of the country where the doctor has been practising during the past 3 years prior to the application. The CGS is to be submitted by the doctor when he comes to the Council's office for registration. The CGS must not exceed 3 months from its issue date when it is produced to the Singapore Medical Council at the point of registration.
c) Documents required to be submitted by the Employer/ Training Institution:
x) Checklist or Form D-1 signed by the appointed supervisor for applications for temporary registration for Clinical Fellows and Trainees;
xi) For applications for conditional and temporary registration: Letter of confirmation signed by employer (Annex B of SMC's supervisory framework) ; and a letter of undertaking signed by appointed supervisor (Annex C of SMC's supervisory framework) .
d) Application for Temporary registration as Visiting Expert:
  Applicant for Temporary registration as Visiting Expert will need to submit an original application form with the following documents to the Medical Council, at least 2 weeks before registration is required:
i) Letter from the sponsoring healthcare institution, stating the purpose of the application and period of registration required;
ii) Curriculum vitae of the Visiting Expert;
iii) Copies of undergraduate and postgraduate medical qualifications;
iv) Original and valid Certificate of Good Standing issued by the licensing authority in the country where the Visiting Expert has been practising prior to the application.
Note:
a) The Singapore Medical Council may also require the doctor to submit any other documents for the evaluation of his application for medical registration.
b) Authenticated English Translations must be submitted together with the documents if it is not in the English Language.
c) The applicant need not submit the letter of verification* for his basic medical qualification, transcripts** and evidence of housemanship/internship*** if he has acquired a recognised and registrable postgraduate medical qualification, e.g., MRCP (UK) or ABIM. The letter of verification for the postgraduate qualification is, however, still required.
APPLICATION FEES
4. The application fee may be paid in cash or by cheque. For cheque payments, the cheque should be crossed and made payable to the "Singapore Medical Council". Fee payable: Full and Conditional registration (SGD$250); Temporary registration (SGD$150); Provisional registration (SGD$125). The application fee is non-refundable.
PRACTISING CERTIFICATE
5. Upon registration, the doctor is required to apply for a practising certificate (PC) before he can practise medicine in Singapore. The fee for a 2-year PC is SGD$600 or SGD$300 for a 1-year PC.
Note: Commencing from 1 Jan 2005, all renewals of PC are subject to compliance with compulsory Continuing Medical Education (CME) requirements; i.e. the doctor must obtain the required number of CME points, including core points, within the CME qualifying period for renewal of his PC. SPECIALIST REGISTRATION
 
6. For an applicant who wishes to practise as a specialist in Singapore, he must first obtain specialist accreditation from the Specialists Accreditation Board (SAB). The application form for specialist accreditation may be downloaded from the website: http://www.moh-healthprofessionals.gov.sg/SAB/applyonline.html.
   
7. Upon obtaining a Specialist Accreditation certificate from the SAB, the doctor is required to register his name in the Register of Specialists with the Singapore Medical Council before he is allowed to practise as a specialist in his field of specialty. The application form for specialist registration may be downloaded from the website: www.smc.gov.sg. A one-time fee of SGD$500 is applicable for specialist registration.
   
8. Doctors applying for specialist registration must register at least 1 registrable postgraduate qualification into the Register for Medical Practitioners.
