Introduction
The Singapore Medical Council (SMC) has a duty to ensure that patient safety is safeguarded. The Supervisory Framework enables SMC to monitor doctors who are on Conditional and Temporary registration.
Objective
The objective of the SMC’s Supervisory Framework is to ensure appropriate supervision of conditionally or temporarily registered doctors so that patient safety is not compromised.
Structure
A medical practitioner who is conditionally or temporarily registered will be monitored under SMC’s Supervisory Framework throughout the period of the particular type of registration. Such periods of supervision may range from 1 to 4 years or more, if necessary.
In order to ensure appropriate supervision, the supervisor must meet SMC’s eligibility criteria, adhere to the supervisory ratio stipulated by SMC and be trained to supervise.
The supervisor’s assessment reports are submitted usually at 6 monthly intervals, or for each posting period. Multi-rater assessment reports from the supervisee’s colleagues e.g. doctors, nurses and other healthcare professionals, may also be requested for a better assessment of the doctor’s performance.
SMC will systematically review the doctor’s performance based on such regular assessment reports.

(h) Temporary Registrants on Training (Clinical Fellows/Observers)
SMC reserves the right to subject the doctor on conditional/temporary registration to review(s) by registered medical practitioners and/or other healthcare professionals when it deems necessary.
